The Aitebaar programme, in collaboration with the Research Society of International Law (RSIL), organized a conference on “Effecting Change in Khyber-Pakhtunkhwa’s Probation Regime.” The conference was held at the Pearl Continental Hotel (PC), Peshawar. RSIL as part of the Aitebaar programme’s work in criminal justice reform, undertook an in-depth examination of KP’s probation regime, including a review of applicable legislation as well as the jurisprudence that has developed thereunder, with a view towards identifying the areas in need of critical reform.
The study also reviewed probationary regimes in other jurisdictions, highlighting those jurisdictions from which viable solutions could be domestically implemented. The review encompassed 14 countries, all applicable international legal instruments and best practices, and a wealth of academic literature. Once this review was concluded, the research team, in consultation with the RPD, developed a series of recommendations for reforming the KP probation regime.
