Jamal Aziz

Executive Director


Jamal Aziz currently serves as the Executive Director of the Research Society of International Law (RSIL), Pakistan. He also serves as the honorary Director of the Centre of Excellence for International Law (CEIL) at the National Defence University (NDU), Islamabad.

A recognized international law expert in Pakistan, Jamal has been working at the forefront of international law, criminal justice, and national security issues faced by Pakistan since 2010. He joined RSIL in 2011 and became its Executive Director in 2016. His efforts have been instrumental in transforming RSIL into an elite research body, undertaking cutting-edge research and providing specialized legal advice to a wide range of Government ministries, state institutions in Pakistan and international organizations.

Jamal specializes in rule of law delivery and public sector legal reform projects. He has overseen the development of nearly 200 publications on a broad spectrum of subjects relating to international law and Pakistan which have resulted in legislative reform and policy actions at the Federal and Provincial level and contributed to Pakistan’s foreign and national security policy positions on strategic issues. 

Jamal is regularly invited to speak on the legal aspects of the strategic challenges facing Pakistan including at the National Defence University Islamabad, National Intelligence Academy, Air War College and the Foreign Services Academy. He has been at the forefront of efforts to develop indigenous legal capacity in state institutions in specialized areas such as AML/CFT, lawfare, IHL, counter-terrorism and criminal justice etc. including at national and provincial police, prosecution and judicial academies, major public and private sector universities and strategic institutions. 

Jamal is actively involved in global and domestic thinktank engagement, Track 1.5 and 2 diplomacy and representing RSIL at international institutions in New York, Geneva, Vienna and the Hague. He completed his LL.M with Distinction from University College London in September 2010.
